Petrolatum and petroleum jelly are the same thing. It is partially hydrogenated oil very similar chemically to paraffin (candle wax). Petroleum jelly consists of chains of carbon atoms - typically around 25 atoms. Candle wax has chains of around 20 to 40 fully hydrogenated carbon atoms.
