How do I remove dried in black glue from my staircase?

I want to strip my stairs back to the original. There is a black glue residue left over from lino which I can't remove with any product, heat-gun or scraping. It doesn't seem to melt, it's more like concrete. This residue covers the entire staircase.

I have used a very hot steam iron and a very damp towel to soften and remove stuff other things would not remove. (This will mess up the towel and the iron so use old ones.)

But I found a web site where a guy used a steamer he rented for $20.00 and did a 6 X 10 room in 2 hours.
