Which would be a better mirror: A clear sheet of ice on black wood, or a sheet of burnished copper? No glass!?
Imagine you live in a cold climate (below freezing), You want to make a mirror, your society is not very advanced, you haven't discovered glass yet (say the bronze age, but colder.) what would be more reflective a thin sheet of ice on a black background or a sheet of polished copper? I know water is more reflective than glass, I tried a piece of thin ice, with a black background it did reflect, but it was not a very scientific test.
Ice is predominantly transparent to light and black background will absorb the light. Metals are perfect reflectors so the sheet of polished copper every time. You mention that they had not discovered glass. The glass in mirrors is only there to support a thin layer of silver - that is the reflector.
